Noting that street gangs were a major threat in India in the past, the real threat today lies in the formation of a powerful syndicate consisting of various factions including political forces, law enforcement, ultra-wealthy businessmen, and even military personnel.
Ram Gopal Varma said that 'Syndicate' is not a supernatural horror film but will showcase the frightening potential of human beings. The filmmaker revealed that the film will highlight the nature of crime and terror, showing how criminal organizations evolve into even more deadly forms over time. "Crime and terror never die.
